OEDF AD 2.20 LOCAL AERODROME REGULATIONS
2.20.1 Apron 1, 2, 3 and 8
  • Applicability

This regulation applies to all aircraft types and all parking stands.

2.20.1.1. General Requirements
  1. When airport-operated fixed Ground Power Unit (GPU – 400 Hz) and/or Pre Conditioned Air (PCA) systems are available at a stand, their use is mandatory for all aircraft without exception.
  2. Airlines are not permitted to use ground handler–supplied mobile GPU or ACU when fixed airport-operated systems are available.
  3. Only when fixed airport-provided GPU and/or PCA are not available or temporarily unserviceable, aircraft shall be supplied exclusively using the ground handler–provided mobile GPU and/or Air Conditioning Unit (ACU).
  4. The use of the Auxiliary Power Unit (APU) is prohibited while the aircraft is on stand, except as stated under the approved exceptions.

2.20.1.2. Inbound Aircraft
  1. All inbound aircraft must be connected to the airport-operated or, if unavailable, ground-handler-provided GPU within five (5) minutes of on-block/docking.
  2. APU operation beyond this limit is not permitted.

2.20.1.3. Outbound Aircraft
  1. Aircraft must remain connected to GPU and PCA (airport or handler, as applicable) during the entire turnaround.
  2. APU start is permitted not earlier than fifteen (15) minutes prior to scheduled off-block time or engine start, whichever occurs first.
  3. APU use prior to this time is not permitted.

2.20.1.4. Aircraft with APU INOP
  1. For aircraft with an inoperative APU, electrical power and air conditioning shall be provided by:
    • Airport-operated fixed GPU/PCA when available.
    • Ground handler–provided mobile GPU/ACU when airport systems are not available.
  2. No deviation from this requirement is permitted.

2.20.1.5. Exceptions
  1. APU use may only be authorized by Airport Operations for:
    • Safety-critical technical reasons, or
    • Operational contingency situations.
  2. Any approved APU usage shall be time-limited, monitored, and recorded.

2.20.1.6. Compliance

Failure to comply with this regulation may result in:
  • Reporting to the airport operator,
  • Applicable penalties, and/or
  • Enforcement actions in accordance with national aviation rules.

2.20.2   Apron 2
  • Pushback from all position.
  • Code (F) aircraft (B747-8) CARGO OPS only.
  • ACFT can use any RWY and any TWY to taxi or FM APRON 2.1) To enter stand 1 use TWY P1.
    1) To enter stand 1 use TWY P1.
    2) To exit stand 1 push back facing south to use TWY P1.
    3) To enter stand 3 use TWY P2.
    4) To exit stand 3 push back facing north to use TWY P2.
    5) When ACFT is occupying stand 1 or 3 , stand 2 will be used by ACFT code C or D.
    6) When stand 1 or stand 3 is occupied by ACFT code F, TWY P shall not be permitted for ACFT code E or F, except ACFT code C or smaller taxi behind.

2.20.3   Apron 3
  • Apron 3 has been established in the north of apron 2, connected to Taxiway B vicinity.
    The new stands are consists of (6) stands for aircraft code ‘E’ numbered 301 to 306. It also can accommodate (12) stands for aircraft code "C" or smaller as each main stand can be divided into right and left stands.

2.20.4   ENGINE RUN UP

Engine run-up at OEDF is permissible on Aprons 4 and 11 by clearance from ATC.

2.20.5   COMPASS SWING

Pilots requesting a compass swing must be directed to use Apron 4 or Apron 11.

2.20.6   STOP BARS

Illuminated red stop bars are installed at OEDF as follows:
  • RWY 16R/34L: at all RWY holding points including all RWY intersections.
  • RWY 16L/34R: at all RWY holding points including all RWY intersections except TWYs Hotel and Juliet 2 which are designed as rapid exit TWYs for ARR aircraft using RWY34R.

The red stop bars lights are controlled from the ATC Tower. An illuminated red stop bar means STOP. Aircraft and vehicles must not proceed until the red stop bars are switch-off and ATC permission is received.

2.20.7   WARNINGS/CAUTIONS
  1. Intersection between TWY Romeo - Juliet 3 and RWY 16L/34R is considered as a hotspot location. Red stop bar light and signs are available to show the holding point at this intersection.
  2. Caution Runway Incursion. Pilots and vehicles drivers must exercise extreme caution when approaching this intersection and must maintain watch on ATC frequency and adhere to ATC clearance.
  3. Pilots must exercise extreme caution to remain clear from any obstruction and other aircraft during taxing in/out from stands 19,20, 21 and 23A as these stands are unsighted from ATC TWR

2.20.8   ENTERANCE TO TAXIWAY ROMEO AFTER LANDING ON RWY 34R

All arrival traffic intending to park on Apron1 and Apron2, when landing on RWY34R are to vacate the runway via taxiway Hotel and to hold
short of taxiway Romeo, if unable, vacate the runway via the end. It is not permitted to turn left on taxiway Romeo directly from the runway if
passing taxiway Hotel unless otherwise instructed by ATC.

2.20.9   HOLDING BEFORE INTERSECTION JULIET 3 AFTER VACATING RWY16L

All arrival traffic landing on RWY16L, after vacating the runway and joining taxiway Juliet intending to park on Aprons1,2 and 5 shall hold position well before intersection Juliet 3 facing north. ATC will issue further taxi instruction based on traffic situation.

2.20.10   Minimum Runway Occupancy Procedures

To increase runway capacity, runway occupancy times must be reduced to a minimum.

2.20.10.1   Arriving Aircraft
  • In normal weather conditions and dry runway surface conditions, landing aircraft are expected to vacate the runway via the nearest possible rapid exit taxiway unless otherwise instructed by ATC.
  • Pilots are expected to vacate the runway expeditiously.    

2.20.10.2   Departing Aircraft
  • Pilots at the holding points shall advise ATC prior to entering the runway if they are not ready for departure.
  • All checks should be completed when reaching the assigned holding point.
  • Line-up without delay when cleared by ATC.
  • On receipt of take-off clearance, pilots should ensure that they are able to commence take-off without delay within 10 seconds of the clearance.

2.20.11    HELICOPTER OPERATION PROCEDURES 

2.20.11.1   No designated area for helicopter operations in KFIA

2.20.11.2   Helicopters Arrival/Departure Procedures:

2.20.11.2.1   Arrival Process:
  • When approaching the airport, ATC shall give helicopters RWY in use in Dammam.
  •  All helicopters shall land on the suitable RWY in use.
  • After landing, helicopters shall air-taxi to the assigned parking with guidance of follow-me vehicle when required. 

2.20.11.2.2   Departure Process:
  • All helicopters shall air-taxi to the RWY in use for departure as instructed by ATC with guidance of follow-me vehicle when required. 
  • Lift off shall be from the RWY in use.
     
OEDF AD 2.21 NOISE ABATEMENT PROCEDURES
Aircraft operated below ALT 10 000 FT, anywhere, must not exceed the following values of indicated airspeed (IAS), except that the minimum safe operating speed for a particular aircraft shall always be the determining factor when it is greater than the maximum speeds prescribed below unless otherwise authorized or required by an ATC unit.
Within an aerodrome traffic circuit:
Turbine engine aircraft - 200 KT (230 MPH / 370 KPH); unless otherwise authorized or required by an ATC unit
Elsewhere:
250 KT (288 MPH / 460 KPH).
OEDF AD 2.22 FLIGHT PROCEDURES
2.22.1   GENERAL

RWY 34L is designated as the preferential and primary instrument RWY.
 
RWY 34L/R are to be used in calm conditions.
 
Dammam CTA, which is described in ENR 2.1 and depicted on OEDF Area Charts, is designated as Class A airspace from FL155 to FL245.
 
Dammam TMA, which is described in ENR 2.1 and depicted on OEDF Area Charts, is designated as Class C airspace from 700 FT to FL155 AGL within 40 NM, and 2500 FT AGL 60 to 40 NM excluding OEDR CTR, OEJB ATZ and OERT ATZ.
 
Dammam CTR that is described in AD 2.17 designated as Class C airspace.
 
All aircraft landing within or over flying within the Dammam CTA / TMA / CTR are to contact Dammam Upper on 126.300 MHZ operating between FL170 to FL240, or Dammam Lower on 126.100 MHZ FL160 and below.

2.22.2   PROCEDURES FOR IFR FLIGHT WITHIN DAMMAM TMA/CTA

The following designated reporting points are compulsory for aircraft taking off or landing within Dammam TMA/CTA boundaries:

2.22.2.1 Routing
 
  • All aircraft landing at OEDF shall follow appropriate STARs or as directed by ATC until receiving approach clearance.
  • When necessary for separation purposes, aircraft may be cleared by ATC to break the published STAR and given radar vectors.

 
2.22.2.2 Holding Procedures
 

The main holdings are as follows:
  • LOSAX holding, minimum 5000 FT and maximum 9000 FT for RWY34L/34R ILS and VOR APCH.
  • LOSAX missed approach holding, minimum 4000 FT and maximum 5000 FT for RNP RWY34L/34R.
  • RESAN missed approach holding, 3000 FT for RWY 34L/34R ILS and VOR APCH.
  • RESAN missed approach holding, minimum 5000 FT and maximum 9000 FT for RNP RWY16L/16R.
  • RESAN holding, minimum 5000 FT and maximum 9000 FT for STAR RNAV RWY16L/16R.
  • RESAN holding, minimum 5000 FT and maximum 9000 FT for  VOR RWY16L/16R ILS.
  • LOSAX missed approach holding, 3000 FT for VOR RWY16R and ILS RWY16L/16R.
  • LOSAX holding, minimum 7000 FT and maximum 9000 FT for STAR RNAV RWY34L/34R.

2.22.2.3 Arrival procedures
  1. Standard Instrument Arrivals (STAR RNAV) are available for RWY 16L/34R and RWY 16R/34L, details of which can be found in the Standard Arrival Charts - Instrument.
  2. Standard Instrument Arrivals (STAR RNAV) are based on GNSS. RNAV 1 capable aircraft will be cleared for RNAV 1 STAR.
  3. For Standard Instrument Arrivals (STAR RNAV), surveillance is mandatory and to be used only in surveillance environment.
  4. LOSAX 1 J (STAR RNAV) for RWY34L/34R to be used for the aircraft carried out missed approach or holding over LOSAX.

2.22.2.4 Approach facilities
The following approach facilities are available at Dammam / King Fahd International Airport:
  • ILS or LOC,
  • RNAV (GNSS),
  • RNP Approach.
  • The associated instrument approach procedures and required navigation performance procedures can be found in the relevant instrument approach and required navigation performance charts.
  • CAT III approach operations are approved on RWY 16R and RWY 34L. The associated approach procedures shall be used when the RVR is 100 meters or more as applicable to the operators.
  • Pilots shall select the applicable DA/H based on approved operation specification.
  • Special aircrew and aircraft certification required

2.22.2.5 Circuit directions

Oxford Saudi Flight Academy aircraft operate on visual traffic circuit east of RWY 16L/34R as follows:
  • Left hand circuit for RWY 16L.
  • Right hand circuit for RWY 34R.
  • Circuit area is contained within 2 NM of RWY 16L/34R.
  • Circuit height: 1000 FT AGL.

Other users requesting to operate on traffic circuit shall obtain approval form ATC in advance for suitable time, RWY, and type of traffic circuit
either visual circuit with TWR or radar circuit with APP.

2.22.2.6 Departure procedures
  1. Standard Instrument Departures (SID RNAV, SID) are available for RWY 16L, 34R, 16R and 34L, details of which can be found in the Standard Departure Charts - Instrument.
  2. Standard Instrument Departures (SID RNAV) are based on GNSS. RNAV 1 capable aircraft will be cleared for RNAV 1 SID
  3. For Standard Instrument Departure (SID RNAV), surveillance is mandatory and to be used only in surveillance environment.

2.22.2.7  CONTINUOUS CLIMB AND CONTINUOUS DESCENT OPERATIONS

2.22.2.7.1 Continuous climb operations (CCO) are authorized for SID RNAV RWY 34R METLA 1F, the level restrictions on this SID may be conserve between 21:00 and 03:00 UTC. Subject to ATC decision.

2.22.2.7.2 Continuous descent operations (CDO) are authorized for STAR RNAV RWY 34L/34R RYDAN 2J, this STAR may be applied between 21:00 and 03:00 UTC. Subject to ATC decision.

2.22.3 ATC SURVEILLANCE PROCEDURES WITHIN DAMMAM TMA/CTA
  • Airport surveillance radar is installed at OEDF and is available to all aircraft within 250 NM radius of the radar site. Emergency Code 7700, Communication Failure Code 7600 and Unlawful Interference Code 7500 are monitored.
  • Dammam APP is served by a Raytheon radar system that provides Primary Surveillance Radar (PSR) coverage to 80 NM from KFA and (Monopulse) Secondary Surveillance Radar (MSSR) coverage to 250 NM from KFA.
  • Dammam APP is served by backup radar that provides MSSR coverage to 250 NM.
  • All aircraft must operate the transponder on the previously assigned code unless otherwise instructed.

2.22.9 LOW VISIBILITY PROCEDURES 
Low Visibility Procedures are the procedures to ensure the safe operation of aircraft during periods of reduced visibility or low cloud base. LVP shall only be implemented when Safeguarding Procedure (SP) has been completed, and the airport is configured for low visibility operations. ILS CAT II/ CAT III Low Visibility Procedures LVP shall be applied on RWY 16R/34L. Low Visibility Procedures shall be implemented when RVR reading is less than 550 meters, or cloud ceiling reduces to less than 300 ft.

2.22.9.1 Safeguarding Procedures (SP):

Safeguarding Procedures are the mandatory actions to prepare airport for CAT II/ CAT III (Low Visibility Procedures). They include inspection of aerodrome ground lighting, termination of all works, and removal of all equipment/material from localizer and glide path critical/sensitive area and the maneuvering area, and restrictions on the movement of vehicles on the maneuvering area and apron. Safeguarding Procedures (SP) shall be implemented when:
  • Reported visibility by MET 1200 m and is expected to fall further.
  • The cloud ceiling reduces to 1000 ft and is expected to fall further.

2.22.9.2 Low Visibility Procedures (LVP):

Low Visibility Procedures are the procedures to ensure the safe operation of aircraft during periods of reduced visibility or low cloud base. LVP shall only be implemented when Safeguarding Procedure (SP) has been completed, and the airport is configured for low visibility operations. ILS CAT II/ CAT III Low Visibility Procedures LVP shall be applied on RWY 16R/34L. Low Visibility Procedures shall be implemented when RVR reading is less than 550 meters, or cloud ceiling reduces to less than 1000 ft, and is expected to fall below 300 ft.


2.22.9.3 During Low Visibility Procedures, Single Movement Procedures (SMP) shall be applied:
  • All aircraft movements will be restricted to one aircraft at a time.
  • All departures shall be from the beginning of the runway. (No intermediate departure is permitted).
  • Spacing between arrival flights shall be increased to allow vacating the runway and be clear from the ILS critical & sensitive areas.
  • The aerodrome capacity will be reduced to not exceed 15 flights per hour until the termination of the LVP.
  • Operations of the airport will be suspended by the Aerodrome Authority when RVR is less than 100 meters.
  • During LVO, aircraft shall keep transponder ON while taxiing in/out.
     

2.22.9.4 The following equipment shall be serviceable to the required standards to support CAT II/ CAT III Operations:
  • ILS localizer, Glide Path and ILS DME.
  • Aerodrome Ground Lighting System.
  • RVR system (TDZ, 1st MID, 2nd MID & END).
  • Standby power supply for ILS and aerodrome ground lighting system.

2.22.10 PROCEDURES FOR VFR FLIGHT WITHIN DAMMAM TMA/CTR
 

The following restrictions must apply to VFR flights:
  • VFR flights operating within the TMA/CTR are controlled flights and must obtain and comply with ATC clearance.
  • VFR shall not enter the TMA /CTR without ATC and shall remain outside the controlled airspace until clearance is given by ATC.
  • VFR flights are not permitted at night, except with special dispensation given by TWR ATC.
  • VFR flights are not permitted in conditions below the VMC minima, except in accordance with a special VFR authorization to operate within the CTR.
  • VFR flights must report visual reporting points when requested.

 2.22.11 Dammam Urban VFR Routes (UVRs)

Dammam UVRs originate outside Dammam CTR and connect with Riyadh UVRs and Al Ahsa.
  • Route adherence and complaint:
  1. UVRs are bidirectional.
  2. VFR flights operating on UVRs must adhere to the defined path and designated VRPs.
  3. UVRs are subject to modification either upon pilot’s request or as instructed by ATC.
  • Altitudes:
  1. The maximum UVR altitude within Dammam TMA part 1 is 500ft AGL, and TMA part 2 is 1500ft AGL.
  • ATC Clarance:
  1. VFR flights on UVRs are subject to ATC clearance, while within controlled airspace.
  2. VFR flights shall obtain ATC clearance before leaving UVRs to enter Dammam TMA /CTR.
  3. VFR flights intending to operate at an altitude higher than the maximum UVR altitude are subject to ATC clearance.
  • Pilot responsibility:
  1. It is the responsibility of the pilot in command to monitor other traffic, whether approaching from the opposite or same direction, along the UVRs.
  2. Pilots shall remain vigilant to see and avoid other aircraft.
  3. UVRs are recommended routes, and pilots are responsible for ensuring obstacle clearance.
  4. Pilots must maintain a listening watch on the assigned radio frequency.
